España y Panamá acuerdan una cooperación conjunta en la investigación y conservación del Patrimonio Cultural Subacuático. Ambos países son estados parte de la Convención de la UNESCO sobre la protección del Patrimonio Cultural Subacuático.
El Memorando de Entendimiento (MoU) ha sido firmado recientemente por el Ministerio de Cultura y Deporte español y el Ministerio panameño de Cultura. La firma de este documento se enmarca en la conferencia Our Ocean que se celebró en la capital panameña durante el 2 y 3 de marzo. Este evento contó con la asistencia, entre otros, del comisario europeo de Medio Ambiente, Océanos y Pesca, el enviado presidencial especial de los EEUU para el Clima y numerosos ministros de Asuntos Exteriores o Medioambiente.
La cooperación puede incluir intercambios de información histórica, arqueológica y técnica, participación en seminarios, conferencias, cursos de capacitación, talleres, disponibilidad del personal, especialistas, asesores y otros recursos para programas y proyectos.
Por otro lado, las partes se comprometen a tomar todas las medidas de control que fueran necesarias para impedir la entrada en su territorio, el comercio y la posesión de Patrimonio Cultural Subacuático expoliado o recuperado ilícitamente.
Ambos Estados también colaborarán en la preparación y divulgación de informes, educación pública y otras actividades para poner a disponibilidad del público toda la información posible.
Para facilitar la comunicación entre ambos Ministerios, se han designado como puntos de contacto la Dirección Nacional de Patrimonio Cultural en Panamá y la Dirección General de Patrimonio Cultural y Bellas Artes en España.

COOPERATION IN THE PROTECTION OF UNDERWATER CULTURAL HERITAGE
Spain and Panama agree on joint cooperation in research and conservation of underwater cultural heritage. Both countries are States Parties to the UNESCO Convention on the Protection of Underwater Cultural Heritage.
The Memorandum of Understanding (MoU) was recently signed by the Spanish Ministry of Culture and Sports and the Panamanian Ministry of Culture. The signing of this document is part of the Our Ocean conference held in the Panamanian capital on March 2 and 3. The event was attended, among others, by the European Commissioner for the Environment, Oceans and Fisheries, the U.S. Special Presidential Envoy for Climate and numerous ministers of foreign affairs and the environment.
Cooperation may include exchanges of historical, archaeological and technical information, participation in seminars, conferences, training courses, workshops, availability of personnel, specialists, advisors and other resources for programs and projects.
On the other hand, the parties undertake to take all necessary control measures to prevent the entry into their territory, trade and possession of illicitly looted or recovered underwater cultural heritage.
Both States will also collaborate in the preparation and dissemination of reports, public education and other activities to make as much information available to the public as possible.
To facilitate communication between the two Ministries, the National Directorate of Cultural Heritage in Panama and the General Directorate of Cultural Heritage and Fine Arts in Spain have been designated as points of contact.
